The Eighteenth Century:
Removal Orders, 1712-1789 |
|
An individual, whether married or not, was returned to their parish of legal settlement when
they needed or were likely to need parish relief. Such orders would have been issued by Church Wardens or Overseers
of the Poor.
As Eve McLaughin put it, they were sent swiftly back to their own parish - "or dumped over the parish boundary
to become next-door's problem". If the parish of origin was not adjacent to where they were currently living,
they were taken to the boundary, then accompanied through the next parish (if it wasn't the home parish) and so on.
It proved to be quite a costly business, as the receiving parish did not necessarily want them back but the parish
where they resided "saw beyond a couple and their three children, temporarily needing help, to a future string
of grandchildren and great grandchildren" who might also need their help. Often Removal Orders were issued so
the parish could obtain a certificate of Settlement. This would have been kept in the parish chest[1].
However, an Act of Parliament in 1794/5 meant it was no longer justifiable to remove someone because they might
need relief at some future date[2]. |
